The Illinois General Assembly passed the Affordable Housing Planning and Appeal Act (AHPAA) (310 ILCS 67) in 2003 to address the shortage of moderately priced housing in many Illinois communities. Growth in home values continues to outpace growth in household incomes throughout the Chicago region, and many households that are vital to local economies and provide critical community services are unable to afford to live in or around the places they work.
